
Gondor in Third Age had alone many cities in it's prime (Minas Anor and docks/port of Harlond, Minas Ithil, Osgiliath, Pelargir, Linhir, Calembel, Dol Amroth, possibly others like Ethring where was the crossing of the river Ringlo, also possibly Tarnost): Minas Anor/Tirith was only once a summer residence of Gondor's kings, and seat and stronghold of the Anarion in it's beginning, just like Minas Ithil was seat and stronghold of Isildur, the true capital back then was city of Osgiliath, which could have been fairly huge, Numenoreans loved the grand architectural style, they build on massive scale as we're told by Tolkien.


Gondorian cities or should I say 'Numenorean cities' would be fairly large in the manner of the grand civilization it was supposed to be.
